The Democrats once again passed a budget in the middle of the night on a holiday weekend.   • 1 Good Bill Both Sides Agree On

    In a flurry of activity over four days this week, collectively, the House and Senate passed out of committee 1628 bills. No way, you’re thinking they could actually hear and pass that many bills. You would be right. 914 of the bills were “Shell Bills.” Shell bills are used to move legislation after the committee deadline by adding an amendment to that bill. Actual bills heard and passed were 714, by my count. That’s a lot of bills.

    It;s a Scam. I am talking about the complete failure of Evidenced Based School Funding (EBF), the new system adopted to spend state money on education in 2017. At the time of the bill’s passage, Illinois was the number one state for reliance on local taxes to fund schools. This created large disparities in how much was spent on education among our 862 school districts (Florida, with nearly 70% more people, has only 68 school districts, btw); those disparities were mostly a factor of local property wealth and the numerous special grants that overtook the old general state aid formula over time.
