Purpose: This page provides a number of articles, videos, interviews, and graphics to inform the reader on the Gotion, LLC deal Governor Pritzker’s administration signed with Chen Li, the President of Gotion, LLC which is a electrical vehicle battery manufacturer.
Short Background: Illinois Governor Pritzker signed an tax incentive deal with Gotion, LLC that provides up to $536 million in tax credits for the investment of $1.9 billion in a electrical vehicle battery plant in Manteno, Illinois. Gotion also promised to provide 2,900 jobs.
This development package is one of the largest tax subsidies in the history of the state. Governor Pritzker is subsidizing a market that is failing. Gotion, LLC batteries are slated to go to EV-maker Rivian, located in Normal Illinois. Rivian just recently announced that is lost over $38,000 on every vehicle it sold in Q1 2024. Other auto companies are backing off their EV sales projections and consumers are increasingly shunning the product. Regardless, Pritzker continues to use tax money to invest in this technology that is not ready.
On December 8, 2023 the Illinois Comptroller sent a check to Gotion for $50 million. On January 2, 2024 the IL Comptroller sent another check to Gotion for $75 million. Pritzker has given this company $125 million cash. We believe this is money that will not yield long term good for Illinois and in fact, will go to support dirty and dangerous manufacturing that is neither green or viable.
About Gotion: Chen Li is the President of Gotion, LLC and also is, as of 2023, a member of the CPPCC – the Chinese People’s Political Consultative Conference, an advisory body that it is part of the Chinese Communist Party. Chen Li is also a member of the World Economic Forum. No taxpayer money should support companies that have connnections to the Chinese Communist Party. In addition, the Congressional Select Committee on the Communist Chinese Party recently linked Gotion to slave labor in China.
Fighting Back: The Gotion deal is being challenged in court by the citizen group Concerned Citizens of Manteno. The lawsuit was filed against Gotion and the Village of Manteno for improper zoning law changes, nuisance violations, and more.

What You Can Do: Stopping the Gotion deal will require the following things:
- Contact your state legislators and tell them you want the deal rescinded. Ask them to file legislation disallowing tax subsidies for foreign-led companies that are not an allied nation.
- Inform your circle of friends of the massive tax subsidy Governor Pritzker is handing out for EVs and EV battery manufacturing. This tax money is better spent elsewhere or given back to taxpayers.
- Support the Concerned Citizens of Manteno by donating money to support their legal challenge to the Gotion plant. Donate at their website linked here: https://www.nogotion-illinois.com/
